We know that the signals(command) travels with the speed of light, v = c = 3 x 10^8 m/s

from the defination of speed:

speed = dist/time = d/t

t = dist/speed = d/v

t = 4.5 x 10^12/(3 x 10^8) = 1.5 x 10^4 s

Hence, t = 1.5 x 10^4 s = 1500 s.
