for 0.01 level critical value of z=2.326

therefore corresponding critical value =z*std error =0.4046

therefore probability that researcher reject their null hypothesis is mean amount is 0.5 lb or more

=P(X>0.4046)=P(Z>(0.4046-0.5)/0.1739)=P(Z>-0.5484)=0.7083 ~ 70.83% =power of the test.
