It can be either short sightedness (negative sign) or long sightedness (positive sign). The second number represents the degree of astigmatism and the third number represents the orientation of astigmatism.

1a (L) - 3 diopters of near sightedness

1a (R) - 4.5 diopters of near sightedness with 2 diopters of astigmatism and an axis of 120 degrees.

b) Focal length of lens can be calculated by taking reciprocal of spherical correction.
