In the top figure, the upper and lower charges cancel, the left and right charges push right, and the other two push down and to the right, so the force vector on the point charge is directed into quadrant B.
The net electric force at P is E = ke (Q2/d22 + Q1d12) = 8.99 x 109 (-1.2 x 10-6/1.82 + -1.6 x 10-6/1.42) = -7073 N/C. The force on a 1.5 C charge would be QE = 1.06 x 10-2 N
