Lets take an example. Jurisdiction A has a population of 10000, of which 2000 are very rich, 4500 are upper middle class 2000 are lower middle class and the remaining 1500 are poor. Now the jurisdiction will get federal aid if it shows that 20% of its sampled population fall under poor category. If you see, the poor people constitute only 15% of the population (150/1000), so if a random sample of people are taken from the city, the chances that the poor population represented would be 20% would be very less. Now what the lawmakers can do is create a biased sample of 500 people where most of the sampling would be done where the poor people would be concentrated and hence get a larger % of poor people. This obviously would help them get the federal aid.
A better practice would be to directly sample the poor people accordinge to 1 or 2 different variables like monthly income/no. of family members etc, which gives a better picture of what is the actual problem and then determine based on those values, whether to give federal aid or not.
