Answer: Total observations = 200
Number of observations less than 88.1 = 138
Percentile of an entity= Percentage of obeservations(here data points) less than that entity
Percentile of 88.1 = (Number of observations less than 88.1) * 100 / (Total number of observations)
= 138 * 100 / 200 = 69 [Answer]

If we want decile then we multiply by 10.
If we want decile then we multiply by 10.
If we want quantile then we multiply by 4.
