a) Randomized Block Design method can be used as a sampling methods.

b) By using Randomized Block design we can choose sample of 100 in following way from ;

Now we need to choosed 100 sample from the above blocks for study. There are 4 blocks we need to give equal importance to all 4 blocks to remove biasness.

Therefore 100/4 = 20 . So randomly choose 20 sample from each block to form sample of 100.
