Since the data are intended for statistical inference, you want the selection of people to be random. But, of course, a simple random sample is not possible. So what would you suggest as an alternative?

I would suggest to use STRATIFIED SAMPLING strategy. In Stratified Sampling, the popolation is divided into groups based on certain characteristics, where each group contains people of some common characteristic. From each group, a sample (usually, simple random sample) is selected. These groups are known as SRATA. Thus, this sampling method is called Stratified sampling.

In the given question, we know with reasonable accuracy about the areas with block - sized segments and hence, these segments form the strata or groups of population so that stratified sampling can be applied easily by selecting simple random samples from each of these groups for stastistical inference.
