total with college degree = 650

voted and had college degree = 487.5 (75% of college degree voted)

without college degree = 850

voted and without college degree = 382.5 (45% of without degree voted)

hence probabity = number of voter had a college degree and voted in the election / total eligible voters

c) probability of a random selected voter did not voted in the elections =
