because 17 is 25 th percentile
50 is 75th percentile (25 % more than 50)
so 25 % are 17 and under) whereas 67 and over will be less than 25 %
b)required percentile = (100-13) - 25 = 62
c) number of children = 309300000*0.25 = 77325000
