p: The point estimate for p, the population proportion of successes,
q: The point estimate for q, the population proportion of failure,
E: the margin of error.
Z: Statistics value that depends of confidence level.
Analysis
In this case it is assumed that p and q are equal to 0.5. This is made in this way, because assumed this values we guaranteed that these values yield the maximum value of the product p*q = p*(1-q). In other words, without an estimate of p, we should use a larger sample.

Interpretation:
With no preliminary estimate, the minimum sample size should be at least 4144 US adults. With a preliminary estimate of p = 0.87, the sample size should be at least 1875 US adults. So, we will need a larger sample size when no preliminary estimate is available.
