To find this value we have to arrange the data in the ascending ( smallest to largest) order and then we have to find the (n/4)th observation.
Where n is the total number of observations.
As per the given data
the total number of observations are n = 25. and the Q1 is (25/4)th observation i.e., 6.25th observation.
since there is no such observation we take the mean of 6th and 7th observation.
therefore Q1 = (69+70)/2 = 69.5.
