Here as we can see that

eye-for-an-eye prime and love thy neighbor prime are leading to the treatment selection criteria which is proposed in the prime and hence we can say that these two are Treatments for the prime as explained in the paragraph.

Rating of U.S. reaction to attack is measured on the scale of 1 to 12 which will lead us to a conclusion and hence we can say that it is the Response variable
