12. a = the first histogram tells that the number of adoptions are not that much common. People adopt less number of children's. Most of the states have less number of adoptions. As the number of adoptions increases the number of states decreases.
The second histogram shows the distribution of population, that is the amount of population corresponding to number of states having that much population.
