Minimum tobacco sales age to 21 is quickly emerging as a promising approach for reducing tobacco use among young people .By 2013 more than 100 U.S. cities and towns have passed lawsuit imposing 21 as the minimum age for getting access to tobacco products. It should be mandatory that all states should adopt laws and policies to raise the age to buy tobacco products from 18 to 21 years because to prevent the mortality and morbidity of adolescents,to decrease the risks of cancer, to reduce the smoking related deaths , to increase the life span and improve the quality of life .Surveys have said that if the minimum age is increased to 21 prevent young people from ever starting to smoke and to reduce the deaths, disease and health care costs caused by tobacco use.(https://www.tobaccofreekids.org/what-we-do/us/sale-age-21)

Civil liberties are freedom of religion, freedom of speech, freedom of the press, freedom of assembly, and freedom to petition the government.Smoking is the leading cause of death which can be prevented.Smoking not only harm the person using but also affects the passive smokers too( i.e. person near the smokers)There is no constitutional right to smoke.

There are taxations ,tort liability tobacco suits, counselling ,guidance, food or drug labeling, and disclosure of health information and classes regarding harmful effects of tobacco and its products in school can help in preventing the teenagers and adults from smoking.
