The Roche limits is the distance from the center of the planet within wihich tidal forces are so strong for mutual gravitation of the ring particles to pull together to form moon.

Basically,

Roche limit is the limit ring which is surrounded to larger object compared to the smaller one.

This way the larger object have strong tidal forces which are very much stronger than their gravitation.

The ring is the maximum distance of tidal forces in which when smaller object entered or cross this ring, then it splits into the two part. Inner part will disintegrate equally and spread near to this ring area where as the outer part of this object coelsec.

The smaller planet cannot collide with bigger planet because of this Roche limit. Which splits it in parts.
