A) Since the p value for both one tail and two tail is bigger than 5%(0.05). Thus we fail to reject the null hypothesis i.e there is no difference between the methods.

B) Since there is 2 different population and the mean of each popualtion will be different but the variance will be the same. Thus Pooled variance is used.
