a) The NOV means notice of violation of RCRA.RCRA stands for Resource Conservation and recovery act,which gives EPA the authority to control hazardous waste from "cradle to grave".This includes generation,transportation , storage , treatment and disposal of hazardous waste.The plant under consideration has been found to violate the act and and will be facing charges against the same.

b) The option.I would recommend is that the authorities provide a limited specified time for corrective action,and charging penalties for any additional time taken
