Null hypothesis is
H0: mean>=0.08
Alternate hypothesis is H1: Mean<0.08
Sample proportion= 130/1875 = 0.06933
Test statistic = (0.06933-0.08)/sqrt(0.08*(1-0.08)/1875
= -0.010633/sqrt(0.08/0.92/1875)
= -0.010633/0.2712/43.3012
Test statistic = -1.6977
This is one tailed test so
Critical value at 0.05 from z table is
-1.645
As this is left tailed test if test statistic is less than -1.645
Than we will reject null hypothesis against of alternate hypothesis.
