The data given by National ice and snow center, straight forwardly contradicts the claims made by heartland institute. There are two possibilities, first, the survey conducted by the institute would not have been made on a required accuracy level and they may have made certain assumptions and put forth the claims, second, the claims made by the heartland institute would have contradicted the national surveys(These national surveys are used in policy making, passing of budgets for conservation , protection etc, and where there is money involved there is scope of corruption), so the govt could have ordered the data center to publish a graph with such results.
The most common arguments, i have heard that fails in its true cause is that of women empowerment. Fake or self proclaimed people always seem to have diverted the discussion from its true cause of equality into, freedom of clothing, women to roam around at nights etc( irrespective of the security status of the society). They should uphold equality in status rather than pushing for male oppression. Any one can respond to argument if it is clear in their mind what they are after, what the usual diversion is and the survey method done to collect the data
