You need to find the number of atoms when the activity is 17.8Ci, so you have to use the equation,
R = L* N
L - decay constant,
Since you are not given the value of L, you have to find it using,
L = ln(2) / Half Life
by solving above for each other
R = ln(2) * N / halflife
N = R * halflife / ln(2)
now substitute values. Here R is given in Ci, so you have to convert it to Bq by multiplying it by 3.7*10^(10), because 1 Ci = 3.7*1010 Bq
N = (17.8 * 3.7*1010) * (5.2*365*24*60*60) / (ln(2))
