Thus it rotates 1 degree in 1440/360 = 4 min
thus to rotate 12 degrees it takes 4*12 = 48 min
Therefore it would take 48 min to rotate the earth 12 degrees.

If it rises at 10 pm then tomorow it will rise at 10:48 pm.
No the moon would not be on the piscer edge tomorrow night because it would move 12 degrees East
