1.CPP (Clean Power Plan)operates within the framework of the Clean Air Act (CAA). Initially the Obama administration considered CAA too cumbersome to deal with greenhouse gases emissions in the US and instead pursued a legislative approach (i.e., Waxman-Markey bill). Why was CAA considered cumbersome?

Explanation / Answer

1. CAA was focused on the regulation of air emissions from mobile sources and it worked on public welfare and public health etc . This worked basically on the regulation of harmful air pollutants.It was really good and successful in places where it was implemented as this reduced the pollution by 10% but it was finally replaced by ACES because people thought that the latter was more expensive in controlling the air pollution and it failed to be achieved permanently. The trapped heat by greenhouse gas wasnt curbed by CAA.This would have resulted in climate change as greenhouse gases cause global warming and melting of ice-caps , thus causing an imbalance in nature so it was changed with ACES or W-M Bill.

2.W-M Bill or Waxman-Markey Bill was named after the scientists Henry Waxman & Edward Markey and this bill was an alternative to the CAA law as it was centered in reducing greenhouse gases from increasing. W-M Bill was achieved as a result of all the senate choosing . The ACES also aimed at efficient electricity production in which they used renewable source of energy like solar , wind and geothermal. It will fix a limit in the emission of greenhouse gases and other harmful air pollutants so the heating problem will get solved and further issues with climate change will curb.

3.CPP was Obama's admisnistration foresight regarding enivornmental issues and this plan was approved by EPA in 2014 but then in Trump's presidential rule this was ended.

CPP worked at reducing carbon release from electric generation plants. Had this been implemented it would have reduced the carbon level in atmosphere to a lot less than it is in reality. They had plans to use renewable source of energy for production of electricity as burning of coal releases a lot of carbondioxide which is harmful to envirnonment as they are the main greenhouse gas which produces a lot of heat.This plan would improve health and living standards as lots of billions would be saved with this method .This will create lots of employment too like hundreds and thousands of jobs.
