a.) The finding was that carbon pollution from power plants has to be reduced.The concern came out because of its experience with the environmental protection agency's rule limiting pollution from power plants.
b.)It was considered cumbersome because because no one side the pollution was vivid where the cost of controlling pollution was directly on customers whereas on the other side throughout the CAA Congress specified size limits to discriminate among major,minor,and small business sources so as to limit the regulatory ban on industry and economy.but on the whole congress established hurdles between 50-250 tons of pollutants.
