E. All of the above can generally be expected to north of the polar jet streams in the northern hemisphere. The polar streams are formed at the junction of colder polar wind and warmer tropical/subtropical wind. So to the north the air will be colder and hence denser causing the geopotential height to be lower( so lower 500mb heights). The polar jet streams are formed at the junction of ferrel and polar cells at about 50-60 degree lattitudes in both hemisphare.

300miles east of the city the wind is from northwest 300miles to the south of the city wind is from north east and 300 km south of the city the wind is from south; hence the jet streams loop around the city without entering into it because of the high pressure condition of the city.
