Determing progress between civlization and paleolithic socities is a subjective question in which depending on the criteria which is being evalated answer may change. So in order to evalate the progress it is important to outline the parameters. For illustration of point progress is being evaluated on standard of living and personal freedom.
Civilizations were new ways in which socities organized as compared to previos paleolithic societies. With the advent of civilizations the complexity of socities grew manifold and progress was made particularly in the areas of distribution of labour as in; different people conducted different functions which led to creation of efficiency in the day to day function of people. This led to focussing of energy and thus contributed towards new inventions leading to bettering of standards of living and freeedom from wants. Whereas in paleolithic society one individual used to carry all functions from protection to raising of resources. These functions were distributed to different group of people in civilizations. For exaple traders traded, soldiers protected, kings ruled and farmers farmed. In paleolithic socities all these function were cariied out by a single person to survive.
In civilization due to segregation of labour it created a situation where some jobs were gradually became more important than others and by this virtue accorded more power to practitioner of those jobs. For example generals and soldiers since they weilded swords had power over life and death of citizens making them more powerful than normal farmers and this led to tyranny of man over man and thus created condition for a stratified society where different groups of people had different status in the society. This eventually led to decrease in personal freedom of the subjects of civilizations. Whereas in case of paleolithic societies people enjoyed more personal freedom and thus can be considered to be more liberated. This can be considered a setback of the progress.
So it can be concluded that the standard of living for people improved but it simultaneosly led to creation of a stratified society where differnt people enjoyed different degree of freedoms.
