Wetness and dryness of snow is identified and recognised by the water to air pockets ratio in snow. When snow has higher contet of water, the snow becomes wet and hence marshy and more condensed .
But when the water ratio is less and snow ratio is higher (snow contains more air pockets), the snow would be more fluffy and easily compressible or squeesable as its density is less and quantity seems more as it is fluffy in nature . These depends upon the temperature of land as well as air temperature and humidity where it snows .
Lesser the ratio (ie., Lesser than 30:1) more the wetness, higher the ratio more fluffy the snow would be . But 30:1 is the average for a fluffy form of snow . If the ratio goes higher than 30:1 , it would become feathery and not seem fluffy, as fluffy would have a little mass so that it could be holder in hands and pressed too .
