Question
Think about how common ownership in the oceans impacts their quality and health. If the United Nations took over control of the oceans, what steps could they take to improve the condition of the oceans? If you were working on this project, how could you provide equal access and be sure there is sustainable use of the ocean as a resource? Write a plan with steps you would take to address this issue. Your plan must include: 1. An overview of the problem of common ownership. 2. How common ownership applies to the oceans. 3. Problems or threats that common ownership presents to the oceans (at least 2). 4. A description on what type of committee could be used to govern the oceans. 5. What types of regulations or restrictions you would impose. 6. An explanation of how you would address fair use.

Explanation / Answer
1. The problem with common ownership would be the distribution of water resources and other resources like natural gas and crude petroleum that is present in the offshore zone. Apart from this the developing countries would be dumping most of their waste in these oceans and if USA would be sharing an ocean which such a developing nation then there would be tensions arising out of the sustainability of the ocean as both of the countries are not working towards it’s sustainability.
2. If we want to apply this common ownership of the ocean then we have to make a guideline for countries that will be taking care about the environmental aspects of these oceans, distribution of the resources, policies for the betterment of the aquatic life.
3. Problem and treats of common ownership are:
It can cause environmental issues in the ocean as there can be chance that one country will dump all its garbage in the ocean.
The use of ocean as a waterway for trade activities can be severely hampered because of these type of policies.
The effects of aquatic flora and fauna will be very adverse as countries will play blame game and won’t take care of the biotic component of the oceans.
4. If we’ll be looking for common ownership then we need a neutral organisation somewhat like United Nations that will look into these matters and will form various rules and regulations to governs these issues of common ownership of oceans.
