it is in the form of x^2+y^2+2gx+2fy+c=0

here : g=-2 , f=5 and c=4

Center is (-g,-f)=(2,-5)

Radius is =sqr(f^2+g^2-c)

=sqr(25+4-4)

=sqr(25)

=5
