Montreal treaty was signed in the year 1987, 26th August and it started to work from 1989 26th August. The main thinking behind this is to reduce the production of some substances that are harmful for the ozon layer. The countreys vowed to lower the production and uses of those hazardous substances. The goal is to not to harm ozone layer any more so that it can be restored. Scientists have predicted that if this treaty really works, the ozone layer can be at a stage as it was in 1980 by 2050-70. Substances like carbon, clorine fluorine don't seem to be hazardous when they are in a state of a solid or gases in a controlled manner but if they are not checked they are likely to be disastrous for the ozone layer.

An adaptive approach is an approach which is taken on an acoount of prediction. It is very clear that checking and reducinfg those harmful gasses arecompletely depended on human civilisation. So it is very difficult to predict what the amount gasses will be there after five years because in this five years population as well as industries are going to increase. So when the treaty was signed it was totally based on prediction which is not likely to be happen so far. That's why this Montreal treaty is an adaptive approach because it was totally depended on the predictions and uncertainity.
