Grasses (monocots) form their primary meristem near the ground surface rather than at the tips of branches the way dicots do.

Primary meristem contains root and shoot systems of the plant which is formed opposite to the plant embryo, which posses stem cells and they provide new cells for growth and formation of tissues. Stem cell population remains for long by signal exchange between organising regions and stem cells in the meristem. There are three primary meristems which is produced by apical meristems called protoderm, procambium and ground meristem. Since primary meristems are responsible for development of tissues it will help in increase in length and height of plants.
