The consensus sequence is determined based on the most common base at each position. For example G appears 4 out of 5 times in the first base of the given -35 sequence. At second place G is again the most common base appearing 4 out of 5 times (most frequent base appearing 80% of the time). At third base, T is most common appearing 4 out of 5 times. So the most common bases at each location was determined as consensus sequence was built using this approach.
Similar approach was used to build consensus sequence for -10 box.
