There are different levels of body organisation. These are - cellular level, tissue level, organ level, organ system level, organism level.
Multicellular organisms have arranged their different cells to work in different ways. This is known as level of body organisation. Porifera has cellular level of body organisation which means that- it has different cells which perform different works for the well being of the whole animal. But these cells are not organised in a tissue type. There are cells some of which serve for excretory purpose; some flagellated cells work for feeding ; choanocytes for producing water current etc. But they have not formed any tissue system.
