1) the statement is incorrect as the levels of LH reach their peak plasma levels just before ovulation (approximately 36 hours before ovulation in humans) and after ovulation there is a fall in the LH levels.

2) LH surge is initiated by rise in estradiol production from preovulatory follicle which leads to ovulation. LH surge is critical for development of corpus luteum as LH surge stimulates luteinization of the granulosa cells. although LH levels fall after ovulation, it's relatively low levels are maintained in luteal phase which is crucial for the corpus luteum function.
