The ethical dilemma in this case was whether to disclose sales by separate, specific country wise or to go as per the information presented in memo.

It would be against the ethical values and also tax evasion being occurred in an indirect manner.

The organisation may be benefited to some extent by this act and the government would be injured if this takes place since the revenue to be earned will be reduced or lost.
