kq1q3/x^2 = kq2q3/(0.2+x)^2
2.3*8.3*10^-12/x^2 = 8.3*8.3*10^-12/(0.2+x)^2
solve for x
--> x = 0.650m ( to the right of q1, only correct solution)

the other solution x = - 0.065 is false, because q3 can not be between q1 and q2 as both forces would point into the same direction. q3 can also not be to the left of q2, because the forces would never be equal.
