The positives of developing a Greenway along the creek includes providing a recreational facility to people, will also have a positive externality for all as the path will be gull of greenery,will also provide safe walking path separated from the traffic of the city, it may encourage people to use bicycles for their going to nearby places. It will have some negatives as stated above but these can be controlled by proper regulation like imposing fines for degrading the path. Thus, people should favor the proposal.

Living along the creek will provide a positive externality in terms of greenery offered, reduce traveling time to certain places. may hike the property value in future etc.
