It is true that increased physician fees may worsen the physician-service shortage by causing physicians to work fewer hours. This is because if their fees are increased, then their incomes will increases many fold as their demand is rising day by day. So with the increased income, some will prefer to work fewer hours and devote their more time to family, leisure and other works. So there will be again shortages as the doctors will work for fewer hours and thus the problem of shortage will remain there.
