Your project query seems of great means, Affordable care act(ACA) policy which is also popularly known as "Obamacare" policy. It was set in place for security and stability of health insurance of fellow poor americans. Basically, its main motto was to raise considerable steps to provide proper health insurance to the people who are suffering from HIV/AIDS and also advancing them equality in society. It was one of the most important policies made in history as it manages to create a great impact over the society and insurance companies too.

Coming over to next part here is a brief overview of the different models of federalism : Its all mentioned under American Intergovermental Relation (IGR) :

The Coordinate model - In this model there is no recognition of Common Law right of self goverment. Localities are considered as creatures of state and they can only exercise those powers which are expressly granted them by both state and central goverment. In dual, or coordinate system, the separate levels of government have distinct, autonomous spheres of authority. (In unitary, centralized or national systems, states are subordinate to the national government and the relationship is hierarchical.

The Inclusive Authority Model - This model is also known as Centralised fedrealism of hierarchy, in this model policymakers,state and local goverment are dependent on national decesions. Functions normally performed by the state are fused into hierarichal system and appropriated by the federeal goverment. However, if IGR is a "zero sum game" then gain at one level equals loss at another level.

The Overlapping Authoriy Model - This model is also known as Bargaining model. It is limited and despersed power having modest and uncertain areas of autonomy. It holds high degree of potential or actual independence, here bargaining and exchange relationships are authority pattern, and negotiations are done as a strategy to reach agreements on boundaries.

According to me Coordinate Model is the best one to practice and seems perfectly fit when it comes to make decisions in regard to ACA policy. As it holds hierarichal and strong relationship beetwen both state and central goverment and will abolish all the negatives from the IGR system very effectively and will help to grow the policy much better and smoothly.
