to calculate book value more information is needed.
The market value of company is $28 when dividend is declared and at the end of the year 31st december 2014 it is $26 this difference is due to the reduced dividend declared. At present the company has a market value of $26 which is more than actually paid by the shareholder (i.e $10+$6.5= $16.5 + dividend declared $1.40 =$17.90)
