A ratio controller would be appropriate in addition to the feed back controller to account for the deviations of the input liquid stream. Because after recieving feed back signal the feed back controller the inlet steam providing the heat duty to be charged accordingly by rationalising the flow to get a standard temprature before reaching the shell and tube heat exchanger. By using ratio controller the flow is rationalised and additional heat is added to the steam.
