Close Switch S1 with switch S2 open forming an LC Circuit ,at the instant when the voltage across C1 is zero open switch S1 and close switch S2 forming a new LC circuit .The energy stored in C1 initially is transferred to Inductor L which is stored in its magnetic field .Open Switch S2 when the current in the new LC circuit falls to zero ,which leaves C2 with maximum voltage across it.
