According to chegg policy, i have to answer only 1st question.
1)As we have to allow signal of 15khz (high frequency signal) and we have to block the noise (60 hz which is of low frequnecy) ,so we have to use high pass filter .It will block the lower frequency and allow the high frequnecy to pass
