This question makes it sound weird. If you were to descend for a landing, ground effect would essentially start at one wing span from the ground. 100 ft is incorrect and absurd, The length of the aircraft as a measurement is meant to through you off from the actual answer of the the wing span.
Keep in mind it is not the entire wing span it is one wing span (so half of the total wing span of the aircraft) So if one wing extends out 15 feet from the fuselage, ground effect would start occuring for that aircraft at approx. 15 feet.
This is Pilot 101 if you are going to get a pilot certificate.
