current goes right to left i.e. B to A

b) flux = integral of B dA = integral of u0 I/( 2 pi r) a* dr from a to 3a

= u0 I*a/(2*pi) ln(3)

= u0 E/R e^(-t/(RC))a ln(3)/(2*pi)

c) emf = dflux/dt

emf = u0 E/(R^2 C) e^(-t/RC) a ln(3)/(2*pi)
flux is decreasing so will want to put more in same direction
so clockwise
