I would be designing the power supply using a pwm controller for optimum switcing in the range of frequency 30KHz. This would be the minimum frequency required to attain the switching to build a 250 W power supply. For a the dc-dc conversion a smps based buck regulator to convert from 40 V to 12 V is needed. efficiency is maintained above 80%.
