As far as the context is concerned, I would inform to the higher authority about the matter of fact.In this situation, I may lose my job for complaining about the employees and some authorized people who are involved in it. But, it would be unethical to keep mum and behave as if everything is going on well since I'm the eyewitness of an illegal act.
