consider the directions in figure as : +ve x- towards right within the plane of paper/screen +ve y- towards up within the plane of paper +ve z- perpendicular to the plane of paper outwards. since the L>>a we can consider that magnetic field near the loop due to wire is almost constant acting in the +ve x direction by right hand rule. the force on the lower semicircle of loop: direction of current (effective current)- +z magnetic field- +x force=I(lxB)=(Z x X)=y similarly force on upper semicle = -y so there is net torque in +z direction. now to calculate torque we need to find magnetic moment of the loop which is U=current x area=IA=I2*pi*r^2=2.17x10^-6 torque=(magnetic field due to wire)X(magnetic moment) magnetic field at center of lop due to wire,B=uI/2piR=1.33 *10^-5 T torque=2.88x10^-11 Nm there might me some calculation mistakes but that's pretty much it
