NAD+ negatively impacts conversion of PDH( pyruvate dehydrogenase) from its inactive to active form. PDH is responsible for converting Pyruvate into Acetyl CoA. Since this reaction, also called the link reaction generates Acetyl CoA which then enters the TCA cycle where NADH and FADH2 is generated. These are used to generate proton gradient which then drives ATP synthesis via Electron transport chain. So the step blocked is the link reaction which converts pyruvate to Acetyl CoA.

Alcohol dehydrogenase catalyses a resident reaction which can run both ways,

Alcohol + NAD+ gives acetaldehyde + NADH + H+

Hence we see if pH decreases it will increase H+ concentration and move the reaction in backward direction. Therefore it works only at certain pH range.
