They are considered close together; the region shown is a total of 10kb in length.  Gene C uses the bottom DNA strand as the template strand for transcription whereas Genes B and A use the top strand as the template strand for transcription.  Which gene(s) will be transcribed at the basal level? Which will be transcribed at the induced level?

Explanation / Answer

Gene A is something that will be transcribed at the basal level because it does not have any enhancer or insulator in the immediate downstream or upstream of the gene. This makes its expression possible at the basal level. However, when it comes to Gene C. the transcription happens at the induced level since it has the enhancer at the upstream which induces the rate of transcription.
